What is the Mountain Parkway Expansion?
This project will widen and extend the existing Mountain Parkway to create a modern, four-lane highway from Interstate 64 near Winchester to U.S. 23 near Prestonsburg. When completed, the parkway will be part of a four-lane, high-speed corridor that will run the length of the state – from Paducah to Pikeville.
How much will this project cost?
Initial estimates showed that the project would cost about $750 million, based on preliminary design plans. However, work is underway to seek design improvements and find cost savings that can speed construction.
How is this project being financed?
The Kentucky General Assembly has approved using a mix of conventional state and federal highway funds for the Mountain Parkway Expansion. In April 2014, the General Assembly approved $381 million in initial funding.
Will there be tolls on the parkway?
The initial funding plan does not include toll revenue.
When will this project be completed?
The widening and expansion project is expected to be completed in phases, over the next six to 10 years. The construction schedule for later phases depends on the availability of state and federal funding.
Has the final route been selected?
Plans call for the parkway to generally follow its current route to Salyersville and then extend to Prestonsburg. However, engineering teams are studying alternatives that could alter that course slightly to improve safety, lower costs and speed completion.
Will the road between Salyersville and Prestonsburg follow KY 114?
The project team has been studying two alternatives for the section between Salyersville and Prestonsburg:
- Extending the four-lane parkway along the current KY 114 corridor.
- Building a four-lane expressway in an area to the north of KY 114.
In April and November 2015, KYTC representatives held public meetings to share information about both alternatives and gather input from residents and drivers who might be affected most by the project.
KYTC expects to make a recommendation in 2016. As the process moves forward, the project team will continue to share additional information with the public.
Why does the parkway need to be expanded?
Safety and connectivity are the main reasons to improve the parkway. The half-century-old parkway will be widened and interchanges improved to create a high-speed, four-lane corridor between Eastern and Central Kentucky.
